Minutes of New Test Parish Council meeting from Monday 21 May 2020 at 7 pm.
The council held the meeting remotely.
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authorities and Police and Crime Panel Meetings) (England and Wales) Regulations 2020* allow the council to hold remote meetings.
Present: Councillor D Smith (Chairman), Councillor Mrs J Green, Councillor Mrs B Jones, Councillor R Williams, Councillor R Taylor, Councillor G Davies and Councillor G Wilson

1. Apologies, declaration of interest and applications for dispensation
Apologies – Councillor N Brown from North Kesteven District Council and Mrs L Anderson from Lincolnshire County Council sent their apologies.
Declaration of interest – none declared.
Application for dispensation – none received.
2. Annual Parish Meeting
The council would not hold the Annual Parish Meeting. The council agreed to continue with the arranged meetings until May 2021.
3. Notes from the previous meeting from 28 April 2020
The council agreed on the notes. The chairman signed the notes as the minutes from 28 April 2020.
4. Public forum
No residents took part in the forum.
5. Financial matters
The council agreed on the schedule of payments
6. Confirmation of the appointment of the grounds person
The council confirmed the appointment of the grounds person. The grounds person successfully completed the probation period.
7. To agree if the council wish to:
- approach the developers of planning application 20/0436
- look at possible improvements to the development
- set up a working group for further discussions
The council agreed to:

The council agreed by vote. Six councillors agreed and one councillor opposed.

Under the Public Bodies (Admission to Meetings) Act 1960, the council agreed to move into closed session for the following items: schedule of payments.

The council agreed on the schedule of payments.
There were no other matters. The meeting closed at 7:45pm.
